Higüey, La Altagracia.- The Higüey Municipal Council has issued Resolution No. 09-2025, ordering the immediate suspension of construction on several major real estate projects, including Larimar City and Resort, Alta Vista Village I & II, Cruise on Land, and Residencial Paradise City Residences. This decision contradicts the permits previously granted by La Otra Banda Municipal District under Law 368-22.
According to the Council, these projects lack the necessary land use change permits required by Law 176-07 on the National District and Municipalities, Law 6232 on Urban Planning, and Resolution No. 02-2021, which governs land use changes in Higüey. Despite prior approvals, the municipal government reaffirmed its exclusive authority to regulate construction within its jurisdiction.
As a result, developers must appear before the Council to regularize their legal status and obtain the required permits before resuming work. Among the affected projects, Larimar City & Resort, planned by a Spanish construction firm, was set to feature hotels, residential units, and a boardwalk in Punta Cana. The suspension raises concerns about project timelines and potential legal disputes in the region’s booming real estate sector.
